高雄市鄭姓女子四年前蓄意旋開瓦斯鋼瓶閥，再用打火機點火釀民宅氣爆，害自己顏面、四肢有燒燙傷，檢警據高雄市消防局火調報告，依放火燒燬住宅罪嫌起訴鄭女。然而，鄭女不斷辯稱，「不記得案發經過」，鄭父也證稱，女兒長期受思覺失調症所苦，有就醫診斷紀錄，高雄地方特惠組合法院認定鄭女犯案時，出現被害妄想才想輕生，判她無罪，令她入處所施以監護1年。鄭女與舅舅、舅媽同住一屋，卻在四年前10月31日時，將放在一樓客廳茶几旁的瓦斯鋼瓶氣閥開關轉開，讓瓦斯外洩，再點火點燃瓦斯，害民宅氣爆，現場一片慘不忍睹，沙發塑膠皮、電視機外殼全被燒熔，茶几桌板結構也被高溫燒得碳化，幸好氣爆威力不至於讓住宅主結人氣產品過年送禮推薦構損壞。. } }); } 同棟住戶聽聞氣爆聲響，通報高雄市消防局趕抵搶救，涉嫌縱火的鄭女也被依法送辦。鄭女到案辯稱，有聽過父親講述過此事，但已不記得案發經過。鄭女辯護人也辯稱，鄭女受妄想型思覺失調症影響人氣產品網購人氣商品，犯案時欠缺辨識、行為能力，也就沒有責任能力。檢方調查，鄭女案發前曾陸續在家割腕、用刀刺傷胸口，還曾從3樓高處一躍而下，送往高雄榮民總醫院急診救治，發現她出現被害意念，還有視聽幻覺等症狀，經醫院診斷，鄭女疑似有思覺失調症。鄭女在犯案那年9月22日出院，隨後在10月31日縱火，害自己顏面、右上肢、雙下肢有二度燒傷，受傷表面積占全身13%。高雄地方法院認定，鄭女犯案時受被害妄想影響，無法分辨現實與妄想情境，深感無望才萌生自輕生念頭，判她無罪。然而，鄭女行為對他人生命財產有高度危險性，若缺乏適度治療，恐有再犯疑慮；為優惠專區必買及早預防，法官令她持續接受精神評估、治療，並入相當處所施以監護1年，可上訴。高雄市鄭女患思覺失調症，4年前出現被害妄想，旋開瓦斯又點火釀氣爆，高雄地方法院認定她無行為辨識能力，判她無罪，但要施以監護1年。圖／報系資料照 分享 facebook
馬尼拉貧困家庭高中生訪台 展開學習之旅
來自馬尼拉都會區曼達路永市貧困家庭的19名高中生獲邀前往台灣，明天將抵達高雄，參訪高雄大學、文藻外語大學等學府和高雄市政建設，展開6天學習之旅。這項活動由「高雄市東南亞教育交流協會」與「南台灣大學聯盟」合辦，獲各界贊助機票、巴士、旅館、餐飲、參訪、青年志工等服務與費用。. } }); } 這些高中生們還將參訪樹德家商、高雄大學「菲律賓公民在台學習中心」、高雄市立圖書館總館綠建築、駁二藝術特區、日治時代鋁業舊廠房改造的台鋁生活商場等處。曼達路永市（Mandaluyong）是亞洲開發銀行（ADB）和聯合國信息中心（UNIC）馬尼拉分部所在地，但城市內仍有不少貧困家庭。高雄市東南亞教育交流協會常務理事吳英明說，獲邀學生來自艾迪辛山（Addition Hills）貧困區三所高中，經學校甄選而出，並由校長率團赴台。他指出，由於高雄科技大學和南台灣大專院校與籌建中的曼達路永科技大學（上班族省錢大作戰熱銷排行榜Mandaluyong College ofScience and Technology）互動密切，希望藉由邀訪高中生，深化雙方教育合作。吳英明說，這19位學生都非常興奮，期待他們在台灣交到好朋友、建立新視野，成為台菲交流的新種子。安德瑞斯波尼法西奧中學（Andres BonifacioIntegrated School）學生德拉克魯斯（Christopherdela Cruz）告訴中央社記者，他希望未來成為老師，很感謝有機會到台灣學習、看看不同的文化，回菲律賓後，會跟身邊的同學、朋友分享這難得的經驗。同校的杜連迪諾（Lance Charlemagne Tolentino）說，他熱愛科學，相信會從這次旅程學到很多東西，也希望好好探索台灣之美，回菲律賓後把經歷分享到社群網站，讓大家知道這趟學習之旅有多棒。
